Transition to Normal Life – Phase 1

Stage 1: Starting from May 11 to May 24

On May 9, two BOEs (Boletín Oficial del Estado) were released – number 149 and number 150.
In 149 a decision was published on the extension of quarantine until 00:00 a.m. on May 24. At this time, the standards adopted in Real Decreto 463/2020, dated March 14, with subsequent amendments and additions, apply.
In BOE number 150 in SND / 399/2020, the rules governing Phase 1 are published, which most of the Spanish provinces will enter from 00.00 Monday, May 11, including Tenerife.

The main points are as follows:

  • Remote operation is still preferred when possible.
  • Strict observance of hygiene rules in the workplace, cleaning, disinfection, the use of protective masks, maintaining a distance, etc.
  • Freedom of movement around the island of residence, observing the rules of the corresponding exit phase and quarantine. You can only go to other provinces in Spain for good reason – for example, treatment, work, business, returning home, caring for the elderly.
  • Compliance with a distance of 2 meters, if necessary, use protective equipment, observe hygiene rules.
  • Do not gather in groups of more than 10 people (with the exception of family members).
    Funerals and farewells are allowed (maximum 15 people outdoors and 10 people indoors).
  • Churches open, one-third of their capacity, with many hygiene requirements.
  • All activities closed by decree 463/2020, with the exception of commercial premises with an area of ​​more than 400 square meters, commercial and shopping centers located in commercial and shopping centers and not having a separate entrance, will be able to return to work – now without the need for an appointment.
  • Car dealerships, inspection stations, garden shops are opened, regardless of the occupied area, by appointment.
  • Markets open – but only by decision and the rules of the corresponding city hall, and in any case only 25% of the usual number of traders and a third of the capacity.
  • Outdoor terraces of cafes, bars and restaurants are opened, at 50% of the tables, the distance between the tables is at least two meters, sitting at the tables for a maximum of 10 people.
  • Educational institutions are opened only for disinfection and administrative tasks.
  • It is possible to conduct seminars, congresses, conferences on science, technology and innovation, for a maximum of 30 participants.
  • Libraries for home books will be opened
    Museums open at a third of the capacity.
  • You can make movies with restrictions
  • Cultural institutions are opening, a third of accommodation. Indoors – no more than 30 people, in open areas – no more than 200.
  • Sports training centers for professional athletes are opening.
  • Sports fields are opened in the open air, at 30% of their capacity, for playing sports individually or for a maximum of two, without physical contact and observing a distance of 2 meters. By appointment.
  • Sports centers are opening, also at 30% of their capacity, for individual training with a coach, without the use of showers and locker rooms.
  • Hotels and tourist apartments are open, with restrictions on the organization of catering, and with a ban on the use of swimming pools, spas, discos, gyms, children’s clubs, etc.
  • Active tourism in nature is allowed, for groups of up to 10 people organized by specialized companies, by appointment.
  • The schedule of walks and sports of children and adults can vary according to the decision of the autonomous region, but the schedule still remains and you can go for a walk or for sports only once a day
  • And in yesterday’s BOE, TMA / 400/2020 was published, which explains the rules of transport communications during the first phase of quarantine exit.

We highlight the main points:

1. Suburban trains will gradually increase the frequency of work and will reach 100% of their previous activity.

2. The ban on commercial scheduled flights between the islands of the Canary Archipelago is lifted.

For the duration of the emergency for these flights, the following tariffs are set (one way):

a) Gran Canaria-Tenerife Norte: 69 euros.
b) Gran Canaria-Tenerife Sur: 78 euros.
c) Gran Canaria-Fuerteventura: 78 euros.
d) Gran Canaria-El Hierro: 112 euros.
e) Gran Canaria-Lanzarote: 88 euros.
f) Gran Canaria-La Palma: 106 euros.
g) Tenerife Norte-Fuerteventura: 107 euros.
h) Tenerife Norte-El Hierro: 78 euros.
i) Tenerife Norte-Lanzarote: 112 euros.
j) Tenerife Norte-La Palma: 72 euros.
k) La Palma-Lanzarote: 112 euros.
l) Gran Canaria-La Gomera: 106 euros.
m) Tenerife Norte-La Gomera: 78 euros.

Flights will be operated with the following frequency:

Gran Canaria-Tenerife Norte: 2
Gran Canaria-Fuerteventura: 2
Gran Canaria-Lanzarote: 2
Tenerife Norte-La Palma: 2
Tenerife Norte-El Hierro: 1

3. According to maritime communications of the Canary Archipelago:

– it is forbidden to land passengers in the Canary ports (with the exception of freight traffic and regular flights with the mainland)
– rules will be established for the restoration of passenger shipping between the Canary Islands (we are waiting for the instructions of the Canary Government)
– on the territory of the province (islands) between the ports and points of one municipality and the nearest uninhabited islands, ships and watercraft of tourist destination (not cruise), educational and sports are allowed to move.
4. Similar rules have been published for the Balearic Islands.
5. For phase 1, navigation for sport and tourism purposes is permitted to residents of the province (island) to which the watercraft is assigned. Occupancy is possible at 50% of the permitted, maximum 10 people on board. The rules are the same for airplanes and other aircraft. You can rent it all. You can ride a water bike alone or with family members without exceeding the permitted number of seats. Boats should not be removed more than 12 miles from the port of departure.

New rules for land transport approved

  • on two-seater motorcycles and mopeds, you can ride together for family members, or in the presence of a full-face helmet with a visor, or in protective masks. Gloves required (motorcycle allowed)
  • private cars with up to 9 seats can be driven without restrictions by members of the same family. In other cases, two people in a row, in a protective mask and at the maximum possible distance from each other
  • when using public transport up to 9 places – two people in a row, if family members – three people in a row, the driver sits in his row one
  • in buses, the seat adjacent to the passenger must remain free, only members of one family will be able to sit nearby. The row following the driver should remain free.
  • In public transport, standing, you can ride at the rate of two passengers per square meter.
