4-steps plan of de-escalation in Spain
“Plan of transition to a normal life”
This program has been called the “Plan for a transition to normal life” and will not have specific dates for opening stores, bars or restaurants, as is the case in other countries. “This is a gradual, asymmetric and coordinated de-escalation. We want to bring Spain into action, protecting the health of our citizens, ”said Pedro Sanchez.
Stages of de-escalation in Spain
Stage 0: Preparation (until May 4)
- This is the stage at which we are now. It began on April 26 with the possibility of going out onto the street for children under the age of 14, and there will also be the possibility of going out to the street from May 2 for doing outdoor sports, but individually.
- Opening small business offices, by appointment, for individual customer service, such as insurance companies, restaurants, in order to be able to take food home without consuming them. The service should be provided with maximum protection.
- Opening individual training processes for professional athletes and basic training.
At the zero stage, the preparation of all public places will be strengthened with signs and protective measures to prepare for the beginning of the next stage.
Stage 1: Starting from May 11 to May 24
- The opening of small shops under strict security measures, not shopping centers.
It will be allowed to open bars and restaurants with terraces with a filling of not more than 30% and observing a distance of 2 meters. - Churches and places of worship may open, but with only one third of their capacity.
- Hotels and tourist accommodations may be open, but not their common areas.
- At the first stage, a partial start to the economic activity of small and medium enterprises with strict security conditions will begin, with the exception of commercial centers and large parks, where mass crowds are more likely.
- Premises with preferential hours will be open for people over 65 who will be a priority group.
- Agriculture and fisheries will resume.
- It is recommended to use a mask in public transport.
Stage 2: Interim from May 25 to June 7
- Opening restaurants in the interior with an employment of 1/3 of its capacity, but only for serving tables.
- Visits to monuments, exhibition halls or conference rooms will be allowed, but with a capacity limit of 1/3 of its capacity.
- Cultural events (such as concerts) can be held in places with a capacity of not more than 50 people, with a limit of 1/3 of their capacity.
- Concerts are allowed outdoors if the capacity does not exceed 400 people and they are seated.
- Cinemas, theaters and auditoriums will be re-opened, as well as similar facilities, but with a capacity limit of 1/3.
- The second stage provides for the opening of the internal space of the premises by 1/3 and only for table setting,
- The start of the school year will be in September, as well as the resumption of hunting and fishing.
- Leisure and culture will also return with the opening of cinemas, theaters and auditoriums with a capacity limit of 1/3, as well as the activity of exhibitions, conferences with 1/3 capacity, while cultural events or shows with less than 50 people will be held .
Phase 3: Advanced from June 8 to June 21
- Flexibility of general measures of mobility of society and business.
- Limitation of 50% capacity in stores and the minimum required distance of 2 meters.
- Restrictive measures of capacity and employment will be lifted in the restaurant sector, although the minimum safe distance will still remain mandatory – 2 meters.
- Remote work is recommended prior to this step.
- At this stage, the last before the restoration of the “New Normality”, as soon as the required markers are achieved, the general mobility of society and business becomes more flexible, although the recommendation for using the mask outside the house and in public transport will be retained.
For the commercial sector, throughput will be limited to 50% and a minimum distance of 2 meters will be set.
Phase 4 Normal Life June 22
- Several islands will miss Phase 0. Formentera Island in the Balearic Islands and the Canary Islands of La Gomera, El Hierro and La Graciosa will be ahead in the implementation of the de-escalation plan established by the government since May 4, since In these areas, the incidence of coronavirus was lower. These four islands will enter Phase 1 of the plan from May 4, while the rest of the country will do so on May 11.
Phase changes will depend on the situation of the particular province. This change will depend on the Ministry of Health, which will assess the situation at each stage.
Upon completion of these three steps, deescalation will be completed in each province of Spain, restrictions will cease, but epidemiological surveillance will continue.
